Under 68 O.S. §2701, an Oklahoma municipality may levy any tax the legislature could levy — except ad valorem property taxes. Read that twice, because it is unusual. Almost everywhere else in the country, a city runs on property tax and treats sales tax as a supplement. Oklahoma cities are shut out of the property tax for day-to-day operations, so sales tax is not their supplement. It is their salary bill, their fire service and their pothole budget.

The consequence for you is not really the rate. It is the attitude behind it: local sales tax in Oklahoma is a city's operating revenue, and a city treasurer will pursue a small vendor over a few hundred dollars of unremitted local tax in a way that a state revenue department, chasing a rounding error in a billion-dollar budget, would not bother to. The money comes off your till rather than out of your profit, and somebody local is counting it.

There are 476 separate city, county and district sales tax jurisdictions in Oklahoma, and the rate you charge is set by where the goods are delivered, not where you are. Get that wrong and you have not made a rounding error against the state; you have shorted one city and over-collected for another, and both of those are fixable only by amending returns.

The Oklahoma City metro is where this bites hardest, because the city boundaries there are unusually ragged — Oklahoma City itself sprawls across several counties and interleaves with Edmond, Moore, Del City and Midwest City in ways a postcode does not describe. Two houses on the same street can sit in different jurisdictions. What you are charging on is narrower than the rate suggests. Oklahoma taxes tangible goods and a short list of specific services; ordinary professional and personal work — consulting, accounting, separately stated repair labour, lawn care — is generally outside the base. A service business here often has no sales tax to collect at all, which is the reverse of the position in New Mexico across the border.

No state licence, no city licence, one hiring rule

There is no general Oklahoma business licence, and the state's own guidance goes out of its way to say that repair, cleaning, consulting, accounting and lawn services need no state licence at all. Oklahoma City and Tulsa do not require a general business licence either — local requirements are trade-specific: food, alarm, tow, alcohol. For most founders the sales tax permit is the only registration that matters, which is why the paragraph above is longer than this one.

Hiring is where Oklahoma stops being permissive. Workers' compensation is required from the first employee, full-time or part-time, with one meaningful exemption: an employer with five or fewer total employees, all of them related to the employer by blood or marriage, sits outside the Workers' Compensation Code. That is a genuine family-business carve-out, not a loophole to stretch — hire one unrelated person and the exemption is gone for everybody.

Do not go looking for a Texas-style opt-out. Oklahoma had one, and the state Supreme Court struck it down in 2016. Unemployment tax registration with the Oklahoma Employment Security Commission follows the usual pattern: a payroll of $1,500 in a calendar quarter, or one or more workers in each of 20 different calendar weeks in a year, or liability under FUTA. Quarterly wage reports go through the OESC employer portal.

What actually reaches you

From tax year 2026 Oklahoma's top individual rate is 4.5% and the six brackets collapse into three, under HB 2764, signed in May 2025. Since an LLC's profit passes through to your personal return, that 4.5% is the ceiling on what the state takes from your earnings — and there is no entity-level tax on the LLC itself, no gross receipts tax, and no local income tax anywhere in Oklahoma to stack on top. What the cities take, they take at the till.
